Kyle Kotary, Principal and Founder of Empire Public Affairs, has extensive experience in both the public and private sectors, in Albany and Washington, D.C.  He has held senior communications or policy positions in the New York State Senate & Assembly, New York State Comptroller’s Office, U.S. Senate, U.S. House of Representatives, and in the U.S. Department of Health and Human Services during the Clinton Administration.
